Adobe Reader:

Adobe Reader software is the only PDF viewer that can open all PDF documents. View, search, digitally sign, verify, print, and collaborate on Adobe PDF files. PDFs can be a wide variety of files, such as images, text documents, forms, books, or any combination of these. They are cross-platorm, meaning each PDF will look the same on a Windows computer as it will on a Mac. The beauty of this, is that Adobe Acrobat can convert almost file type from the popular Operating Systems. 
That means a document can be created by almost any program and then given to another person to read, even though the receiver of the document doesn't have the program that created the document. Adobe Reader cannot create PDFs -- it can only open them. If you want to create or edit a PDF, you will need to get Adobe Acrobat, which unlike Adobe Reader, is not free.
